EIP Mobility - Urban Mobility Trends

A complete interpretation of the EU’s 2026 new micro-mobility regulations: speed limits, helmets and shared space bills

The explosive growth of micro-mobility devices has also brought about the rapid tightening of legislative and regulatory policies at the EU level. The EU’s new uniform micro-mobility regulations, which will be officially implemented in 2026, have set a compliance red line that must not be crossed for all major hardware manufacturers and overseas sellers who plan to expand into the European market. The first is the **maximum power-assisted speed limit standard** at the dead order level: for all compliant E-Bikes running on public roads, their pure electric assistance must be 100% hard shut off when the speed reaches 25 kilometers per hour, and the rated continuous output power of the motor must not exceed 250W. Any “hidden one” Any software system that unlocks speed limit backdoors will face severe penalties from global customs removal and huge fines. Secondly, highly detailed and rigid black-and-white documents have been established regarding the wheel diameter of electric scooters, dual brakes and dual taillights at night, and anti-dazzle helmet wearing laws enforced by some countries. Brand merchants going overseas must clearly indicate ‘100% compliant with EU 2026 CE/EN15194 certification specifications’ on product technical parameter pages and factory instructions. Only in this way can they completely dispel the compliance concerns of overseas executives and elite consumers and realize the long-term harvest of the dividends of compliant going overseas.
